Community Organized Relief Effort (CORE) is pleased to invite you to respond to this Request for Quotation (RFQ) for a Protection & Gender Technical Expert. The intention of this RFQ is to solicit responses and formal quotes from qualified providers who can satisfy our requirements as listed in the Scope of Work.

 

CORE is seeking a Gender and Protection consultant who will be responsible for informing and strengthening CORE’s Gender Protection program mainstreaming efforts. The consultant will work closely with both domestic (US) and international program staff to develop and contextualize gender and protection trainings and program initiatives.

CORE is an emergency response organization dedicated to aiding countries that have experienced crisis. We prioritize rapid action, and it is crucial for us to enlist the support of exceptional individuals to make our relief efforts possible. CORE employs over 400 corporate, field, local national staff, and consultants worldwide. CORE is seeking a provider who understands our unique operating environment, challenges and requirements around global deployment, provisioning, change management, cyber security, and user experience.

OBJECTIVES
  • The main objective of the consultancy will be to:
-       review the work CORE has completed to-date around protection, gender, and social inclusion.
-          provide feedback into CORE’s current policy.
-          develop an action plan to support the policy implementation.
-          design and conduct gender and protection training for key staff members within the organization.
-          provide targeted technical support to ensure high quality and effective protection and gender mainstreaming into ongoing projects with a focus on a current USAID/BHA funded project in Southern Haiti and Ukraine Humanitarian Fund (UHF) project in Ukraine.


SCOPE OF WORK
  • This Scope of Work (SoW) outlines the scope, deliverables, and timeline for this RFQ, Protection and Gender Technical Expert

ROLE: The consultant will review CORE’s current program portfolio and make concrete recommendations on how to strengthen and align CORE’s work to meet best practices around:
· Gender Equality & Gender Informed Programming
· Social Inclusion & Disability Mainstreaming
· Protection Mainstreaming - with an acute focus on women and children in humanitarian settings.

The Gender and Protection consultant shall provide technical approaches, guidance, and oversight to both HQ and field teams during the full length of their consultancy.

The consultant will be expected to:
· Support with technical quality assurance for ongoing projects.
· Collaborate with relevant program staff and technical advisors, ensure mainstreaming of gender & protection in all proposal development, theory of change and budget development.
· Lead in identifying and documenting lessons and promising practices related to gender and protection from CORE’s portfolio.
· Work to establish an internal protection and gender working group (including TOR, cadence of meeting, and recommendations for sustaining the group.
· Represent CORE in relevant coordination meetings such as the Gender and Protection cluster meetings and donor meetings.
· Meet monthly with USAID/BHA field-based project staff in Haiti to review and update protection and gender work plans and provide direct guidance on mainstreaming.
DELIVERABLES OF THIS RFQ
In coordination with the Programs and Partnership Team and Technical Services Unit, the consultant will be charged with completing the following deliverables:
· Deliverable 1: Action Plan on Protection, Gender & Social Inclusion with specific and measurable goals that complement current policy and CORE’s Strategic Plan, aligns with donor expectations, and works to meet global best practices as outlined by the Inter-Agency Standing Committee (IASC).
Deliverable 2:Training Module I: focused on protection, gender, and social inclusion mainstreaming into development, humanitarian, and emergency response programs. The module should include an introduction to basic protection concepts, gender principles and concepts, gender and protection in the project cycle, concrete examples, practical application, reflection exercise, knowledge of key global indicators, etc.). This training module should be geared towards all staff in both US and International program settings.
· Deliverable 3: Training Module II: Introduction to Gender-based Violence programming, informed by the IASC GBV guidelines. Content should be focused on GBV prevention and mitigation in the project cycle, introduce GBV case management, and use concrete examples, practical application and reflection exercises. Training will be delivered to a select cohort of program staff and ideally will use a Training of Trainers (TOT) format to allow for cascading of training on to future program staff.
· Deliverable 4:Training & Post Training Report: Pilot training Modules I & II for current staff on the BHA Haiti and UHF Ukraine projects. Complete post training report with a list of recommendations on how to improve knowledge, attitudes, & practices (KAP) for project staff.
Training modules should include a) trainer’s guide for each module b) learner’s guide for each module, and c) pre and post course evaluations.
Work Relation: The consultant will work in close collaboration with the Programs & Partnership team and the Technical Services Unit.


REQUIREMENTS
  • Education
-          University degree in social sciences, social work, gender studies, human rights or any other related field.
Experience
· Minimum 10 years' experience in the field of protection and gender in humanitarian and/or international organizations, with experience in capacity building, training development and field experience.
· Gender and Protection program design and development, notably for USAID, DFID, ECHO, UN Agencies, and other multilateral donors.
· Proven experience of successful capacity-building of humanitarian field staff and partners, with experience in remote training.
· Excellent communication and writing skills in English.

EVALUATION CRITERIA
  •         Education (10%)
  •          Years of relevant experience in humanitarian field and / or international organizations (20%)
  •          Design and development experience – for relevant agencies (20%)
  •         Experience in capacity building for field staff and providing training to remote workers (15%)
  •         Communication and language skills (15%)
  •         Cost-effectiveness and value proposition (20%) 


DURATION OF CONSULTANCY
  • This consultancy is estimated at 48 working days over the course of six (6) months, with the possibility of extension. The preferred start date is 30 June 2024.
  • Deliverables are expected by 30 October 2024.

The consultant agrees to take all reasonable precautions to prevent the unauthorized disclosure of confidential information, and ensure that those who have access to confidential information are made aware of and comply with the confidentiality obligations set forth in this agreement. In the event of any breach of this confidentiality provision, our organization shall be entitled to seek damages as permitted by law.
