Job Description
To help continue our rapid growth and solve our clients’ toughest problems within the Health and Human Services (HHS) sector, Resultant has an opportunity for an experienced and proven Senior HHS Consultant and HHS Subject Matter Expert (SME) to lead projects with federal, state, and/or county health and human services agencies. The Senior HHS Consultant – HHS SME will be expected to bring expertise delivering technology projects within domains such as public health, Medicaid, home and community-based services (HCBS), behavioral health, care coordination, disease control, health equity, aging, child welfare, etc.
As a Sr. HHS Consultant – HHS SME, you will be responsible for providing strategic direction for delivery teams, soliciting client business requirements, developing thoughtful recommendations around solution design, and engaging with delivery teams as the voice of the customer to ensure successful solution delivery. This will include creation of discovery plans; facilitating discovery sessions with clients, their partners, and internal stakeholders; reviewing documentation; capturing detailed process flows; documenting functional requirements; generating functional deliverables; and leveraging project management tools like Jira to manage technical execution. It will also include working with key stakeholders to set the vision, strategy, and goals of the project. Finally, it will include leading a business-focused team in achieving these goals.
Responsibilities in this role:
- Providing strategic direction to clients around the goals and objectives of projects.
- Drawing upon your deep expertise and knowledge of the HHS domain to fearlessly solve problems and creatively implement solutions.
- Leading discovery sessions that are creative, engaging, and meaningful by empathizing with the client and focusing on their needs.
- Creating process maps, use cases, and other documentation that clearly and simply communicate complex business and technical ideas.
- Owning and managing the requirements process to ensure that functional and technical requirements are understood and prioritized in a way that drives meaningful outcomes.
- Producing business-related deliverables.
- Improving governance and data sharing across agencies and localities to help address the population’s health-related social needs.
- Effectively communicating and building trusted relationships with clients and coworkers.
- Engaging collaboratively with the team/clients in a way that ensures alignment with strategic objectives which drive positive outcomes.
Qualifications
Some of the qualifications and skills we are expecting include the following:
- Bachelor’s degree in relevant field of study
- 5+ years of experience implementing data and technology-related projects within or for federal, state, and/or local HHS agencies
- Superior research and problem-solving skills founded on analytical rigor, strategic thinking, and strong business judgment
- Unmatched analysis skills required, with experience in understanding customer business needs and translating those needs into actionable requirements
- Ability to understand a project scope and actively manage the deliverables you create to maintain adherence to the objectives set for the project
- Agile, Waterfall, & Hybrid project experience
- Experience working both independently and in a highly collaborative team setting
- Experience working in an environment with deadlines
- Experience effectively leading teams to achieve desired outcomes
- Excellent communication skills (written, verbal, presentation)
- Experience with Office 365, Google suite, MS Visio, LucidChart, or Miro
Preferred Qualifications
- Master’s degree in relevant field of study
- 3+ years of consulting experience
- Understands the practice of empathy driven human-centered design.
- Experience with state HHS data systems, such as Medicaid Enterprise Systems, state social service data systems, notifiable conditions databases, immunization registries, etc.
- Experience with business analysis frameworks and methodologies.
- Experience with healthcare data interoperability (FHIR, HL7)
- Knowledge of social determinants of health
- Experience with Google Cloud technologies.
