Initial Posting Date: 06/24/2024 Application Deadline: 07/01/2024 Agency: Department of Justice Salary Range: $6,319 - $10,313 Position Type: Employee Position Title: Special Agent (Criminal Investigator) Job Description: The Criminal Justice Division of the Oregon Department of Justice conducts specialized local, state, and federal criminal investigations and prosecutions and provides highly trained and experienced special agents, prosecutors, and analysts to fight crime across Oregon; the Division is the only agency in Oregon that has the unique ability to combine the skills of all three disciplines in a single agency to comprehensively address crime in our communities. The Division also provides outreach and training to citizens, victim service providers, and members of the law enforcement community (including prosecutors) to help ensure that Oregonians receive the highest level of service from the criminal justice system. The Criminal Justice Division is seeking one (1) applicant for the position of Criminal Investigator to serve as a Special Agent in our District Attorney Assist Section. Applicants may be considered for future positions. This role will be responsible for providing investigative assistance to Oregon prosecutors on major serious crimes noted for their complex facts and legal challenges. They will investigate major serious felony crimes for Oregon’s prosecutors and Law Enforcement agencies, investigate election law violations for the Secretary of State, investigate cases for state agencies on request, and to liaison with federal, state, and local agencies. For more information about our benefits, you can learn here. This role will be responsible to (in part): Providing technical assistance and case support to Oregon law enforcement. Working with prosecutors to ensure thorough investigation prior to and throughout prosecution in organized retail crime and other cases. Developing and maintaining relevant publications. Developing and presenting relevant trainings. Investigating major crimes and other cases. Conduct thorough, in-depth interviews of victims, witnesses, and suspects. Properly preserve evidence. Prepare, serve, and exercise search warrant affidavits. Coordinate with medical and scientific personnel to request investigative. Obtain arrest warrants, serve arrest warrants, make arrests; obtain and serve grand jury subpoenas; obtain and serve civil subpoenas; and obtain and serve civil investigative demands. Required Four years of recent (within the last ten years) full-time criminal investigative experience. College-level coursework in a related field or criminal investigation training in criminal law may be substituted on a year-for-year basis for up to two years of the required experience. AND Candidate must either possess an active Oregon (DPSST) Advanced Police certification (or higher); OR have another state or federal equivalent certification and/or be able to obtain an Advanced Police certification within a year of hire. Maintain an appropriate Oregon State driver license to drive a vehicle in normal and emergency situations. Maintain a qualifying score with duty firearm(s) as well as certification in First Aid and CPR. Able to successfully clear a comprehensive criminal background investigation, reference checks, and psychological examination. Adverse background data may be grounds for immediate disqualification. Must meet physician-attended physical standards (per DPSST form F-2). Excellent organization, analytical, oral presentation, and writing skills. Willing and able to travel statewide, sometimes overnight, in order to meet case, training, and outreach needs. Willing and able to attend occasional evening/weekend meetings. Strong work ethic and commitment to public service. Demonstrated ability to engage and work effectively with culturally diverse communities and commitment to professional development around cultural competency, accessibility, equity, diversity, and inclusion. Demonstrated ability to work well with people from a variety of disciplines and backgrounds. Law Enforcement Skills & Experience Our Candidate Will Have Criminal investigation experience that includes search and seizure. Extensive knowledge of the principals and methods of effective field investigation, covert investigations, surveillance, and law enforcement. Preference will be given to those candidates with experience leading investigations involving organized retail crimes. Ability to demonstrate initiative, originality, and imagination in devising investigative approaches and techniques to meet the requirement of various situations, often involving unexpected developments and/or unprecedented fact scenarios. Applicable knowledge of current issues related to organized retail crime, as well as laws and regulations guiding this field. Possess physical stamina, physical and moral courage, and emotional and mental stability. Available for general and special assignments without regard for personal convenience or safety, whatever, wherever, and whenever the department's services are required. Available for night, weekend, and holiday duty assignments. Ability to subdue persons and defend self, associates, and others as required; single handedly, or accompanied with others, apprehend subjects, many of whom are armed and dangerous with long records of crime and violence including use of physical force upon an individual sufficient to control and restrain an individual. Ability to engage in training, lecturing, public speaking, and instruction to law enforcement groups, agencies, public bodies, and the community on criminal justice topics. Ability to write thorough, comprehensible, and professional reports. Skill in testifying before courts and grand juries, and in explaining pertinent evidence, probable cause, and investigative actions orally. Maintaining qualifying score with duty firearm(s).
