The Fiscal and Budget Services Section within Business Oregon is currently hiring an Accounting Manager (Accounting Manager 1). The Fiscal and Budget Services Section provides financial and budgetary services for the department. Note: We value our employees and want to encourage work-life balance and flexibility. What you will do: Management of Accounting Staff Performs supervisory functions for accounts payable/receivable and cash management functions by interviewing and recommending and/or hiring new staff members; providing or arranging for training for subordinates; evaluating subordinates’ performance; and recommending or initiating personnel actions such as promotions, transfers, or disciplinary action to insure adequate and competent staffing. Recognize the value of individuals, as well as cultural differences; structure activities within unit to promote and foster a diverse workforce; actively engage in working toward achieving the agency’s affirmative action objectives and goals. Accounting Coordination This position acts as the technical expert on Generally Accepted Accounting Principles (GAAP) and Oregon Accounting Manual (OAM) for all accounting functions within the department. They also coordinate all accounting transactions that flow into the Statewide Comprehensive Annual Financial Report (CAFR). Work with Fiscal Staff to make sure that all financial transactions for the department meet the requirements of the OAM, GAAP, ORS, and agency policies. Review and approve the work of staff as needed including approving accounting batches after confirming all documentation is attached and the transactions are in accordance with the OAM, GAAP, and ORS. Accounting Policy and Procedure Development This position acts as the policy and compliance officer to assure that the Programs/Sections are following appropriate standardized guidance. This position will assist the Deputy CFO by: Preparing agency-wide accounting, financial reporting and fiscal management policies and procedures in accordance with GAAP, federal regulations, and state laws. Coordinates the review, revision, approval, and issuance of policies. Such policies, when written, formulated, and issued, can and do provoke substantial changes in agency operations. The ideal candidate will possess a combination of some or all of the following skills: General knowledge of the principles and practices of management, including planning, organizing, directing, motivating, and decision making. Extensive knowledge of governmental or fund accounting including sources of funds, segregation and display of expenditures and revenues, budgetary accounting. Experience with process improvement, policies and procedures, and internal fiscal controls within an accounting unit. Skill reviewing accounting transactions to ensure conformance with generally accepted accounting principles. What you need to qualify: Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor’s degree in a related field. The Fiscal & Budget Services Section (FABS) has 11 permanent positions. The section provides financial and budgetary services for the department. FABS is responsible for the oversight and management of the department’s nearly $2 billion biennial budget and ensures compliance with all legal and reporting requirements. FABS supports all other divisions in the department in delivering resources and services to Oregon companies, business and industry groups and communities. This position is a management service, full-time position, exempt and is not represented by a union. PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.
