Business Oregon, the state’s economic development agency, is currently hiring a permanent, full-time Federal Grants Specialist (Program Analyst 3). Business Oregon helps communities and internet service providers access funding for needed infrastructure including the Oregon Broadband Office Programs that help provide internet access to communities across Oregon. In this position, you will plan and perform on and off-site financial monitoring of grant recipients of the Broadband Office Programs, give advice on the administrative, policy, programmatic, and management aspects of operations, and evaluate the effectiveness of program compliance. You will ensure that the Department's Federal pass-thru grant program funds have been spent in accordance with the terms of grant agreements and applicable Federal laws, rules, and regulations. This is a hybrid position (primarily remote work) that requires infrequent travel throughout Oregon depending on business needs. Business Oregon has offices throughout Oregon, and your home office will be assigned according to your location. What you will do: Collaborate with Broadband Project Coordinators to aggregate monthly or quarterly disbursement requests for processing with the Finance team. Prepare a written audit plan to use while conducting on-site reviews of grant recipients’ program operations in accordance with Federal regulations and professional audit standards. Evaluate grant recipients’ risk of noncompliance with Federal statutes, regulations, and the terms and conditions of their award for purposes of determining the appropriate monitoring. Audit grant recipients’ Request for Funds (RFF) to ensure that funds are being spent in accordance with applicable Federal rules and regulations. Review the Department and Office’s internal control structures to identify potential risks and develop operational changes to mitigate the risks. Advise the Manager and team as to the recommended operational changes needed to mitigate agency risk. Collaborate with Program Coordinators; the Finance, Accounting, and Budget team; and Policy, Rules, and Contracts team to develop new processes and reporting models. The ideal candidate will possess a combination of some or all of the following skills: Professional experience managing federal grants. Certificate or degree in grant management, accounting, or budgeting. Working knowledge of federal grants compliance practices including: 2 CFR Part 200 “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards”; grant monitoring, accounting, and auditing. Demonstrated ability to facilitate meetings and work collaboratively with colleagues and grant recipients. Demonstrated experience creating program compliance guidelines and training manuals for program coordinators and grant recipients. What you need to qualify: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; AND four (4) years of experience coordinating or administering a program OR; Any combination of experience or education equivalent to seven (7) years of experience that typically supports the knowledge and skill requirements listed for the classification. The Economic Development Division works with local governments to support the planning, funding and construction of community infrastructure such as roads, water and sewer systems, broadband systems, and other projects that meet community economic development plans, and health and safety needs. The Department uses Federal and State funds including lottery funding as provided to the agency by the Oregon Legislature to assist local communities with a variety of community and business development projects. The Department is required to periodically track and report the status and results of these investments. Department programs for funding infrastructure projects include Broadband (Broadband Technical Assistance Program; ARPA Capital Projects Fund; Broadband, Equity, Access and Deployment; and Digital Equity), federal Community Development Block Grant program, the Federal Safe Drinking Water program, the Department’s Water/Wastewater and Special Public Works programs, Seismic Grants, Industrial Lands certification, Brownfields remediation, the Ports Revolving Loan Fund, the Ports Marketing and Planning program, and the Marine Navigation Improvement program.
