The Oregon Health Authority has a fantastic opportunity for a Rate Setting Research Analyst (Research Analyst 3) to join an excellent team. This is a full-time, permanent, classified position with Health Policy and Analytics. What you will do! As the HB 2265 Research Analyst, you will be an essential member of the Temporary Health Care Staff Rate Setting Program team, created by House Bill 2665 (2023). This Team will be responsible for setting maximum rates for temporary staffing agencies or related entities, engaging interested groups in the rate development process, establishing a process for agencies and entities to apply for a maximum rate waiver, evaluating maximum rates annually, and building internal and external partnerships. You will also be part of a highly skilled, collaborative team of analysts in the Research and Data Unit of the Office of Health Analytics. You will be responsible for collecting, maintaining, and validating data, and calculating and adjusting rates annually for temporary health care staffing agencies and related entities. You will also contribute to the monitoring and evaluation of the program. This team's work will be highly visible and of significant interest to the Oregon legislature, other state agencies, the Governor's Office, and other interested groups such as health care facilities, temporary staffing agencies and providers. What we are looking for: A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. In addition to the above requirements, some positions require one or more of the following: Experience in using trends such as social, economic, or industrial to do analytical research Experience using advanced statistical or quantitative analysis computer applications College-level course work in advanced statistics or quantitative analysis such as multiple regression, factor analysis, analyses of variance and discriminate analysis. Desired Attributes: · Oregon Health Care System Expertise: Demonstrated knowledge of the health care system in Oregon, focusing on health care workforce across markets, labor economics, and wage policy. Provide specific examples where you applied this knowledge. · Health Services Research: Extensive experience in health services research design, methods, and advanced analytical techniques. Share examples of research projects and methodologies used. · Technical Report Writing: Proven ability to communicate effectively both verbally and in writing through technical report writing. Provide examples of technical reports created and their impact. · Advanced Computer Skills: Extensive knowledge of computer concepts, applications, and capabilities, including proficiency in statistical or quantitative analysis software packages such as R, SAS, or advanced Excel. Detail specific projects or analyses conducted using these tools. · Educational Background: A Bachelor's degree in statistics, a health-related field, accounting, finance, social sciences, economics, or a related field is required. A Master's degree in biostatistics, public health, public administration, finance, social sciences, accounting, economics, or a related field is preferred. Provide details of relevant coursework and research. · Statistical and Quantitative Analysis: Demonstrated ability to perform statistical and quantitative analyses. Share examples of analyses conducted and their outcomes. · Data Presentation: Proven ability to present data effectively using text, charts, graphs, and other visualizations. Provide examples of data presentation materials created and their impact. · Data Visualization Software: Experience with Tableau or other data visualization software. Detail specific projects or visualizations created using these tools. · Health Equity Data Projects: Experience working on data projects related to health equity. Share specific projects and their impact on health equity outcomes. · Health Care Provider Incentives: Demonstrated knowledge of Oregon's health care provider incentives programs. · Effective Communication and Negotiation: Ability to objectively consider viewpoints and needs expressed by various groups and communicate effectively with counterparts.
