Job Description
Job Summary:
The OSP Senior Project Manager will be responsible for leading and managing all phases of outside plant (OSP) construction projects, from design to execution. This role demands comprehensive technical expertise, strong leadership skills, and the ability to manage both complex and large-scale OSP infrastructure projects, ensuring that all deliverables are completed on time, within scope, and within budget. The ideal candidate will have a deep understanding of OSP systems, including fiber optics, cable, poles, trenching, and overall network construction, with a proven ability to manage multiple teams and contractors efficiently.
Key Responsibilities:
Project Planning & Design:
- Oversee the development of detailed outside plant network designs, including fiber optic routing, pole placement, trenching requirements, and other infrastructure designs.
- Conduct site surveys, collaborate with engineers, and assess environmental conditions to create optimized and cost-effective project plans.
- Coordinate with regulatory bodies to obtain necessary permits for construction, including road and utility crossing permits, right-of-way permissions, and environmental clearances.
- Ensure the selection of high-quality, durable materials for construction, such as fiber optic cables, poles, conduit, and splice enclosures.
Project Execution & Coordination:
- Lead the execution of OSP projects, ensuring compliance with project timelines, quality standards, and budget constraints.
- Oversee trenching, conduit installation, pole setting, fiber optic cable splicing, and network testing in both aerial and underground environments.
- Manage multiple vendors and subcontractors, ensuring all work is completed safely, efficiently, and to specification.
- Ensure all safety standards are adhered to, including proper PPE usage, safe excavation practices, and working in proximity to live utilities.
Vendor & Contractor Management:
- Select, negotiate, and manage contracts with external vendors and subcontractors for all phases of OSP construction, including materials procurement and construction services.
- Establish clear performance expectations and KPIs with vendors, ensuring their timely delivery of materials and services.
- Manage contractor performance, including quality control, adherence to schedules, and regulatory compliance.
Budget & Schedule Management:
- Develop comprehensive project budgets, ensuring that all costs, including labor, materials, permits, and contingencies, are accounted for.
- Monitor project costs throughout the execution phase, identifying potential overruns and taking corrective actions to stay within budget.
- Track project timelines using project management software (MS Project, Primavera, etc.), ensuring that milestones are met and delays are minimized.
Risk Management & Troubleshooting:
- Identify and mitigate potential risks that could affect project schedules or budgets, including environmental risks, permitting delays, and utility conflicts.
- Proactively resolve any issues that arise during the construction phase, from unanticipated site conditions to technical issues with fiber splicing or pole installations.
- Manage any unexpected changes in project scope, such as alterations to design or materials, and ensure they are properly documented and approved.
Quality Control & Testing:
- Oversee the testing of OSP network infrastructure, including fiber optic cable tests (OTDR), continuity tests, and signal loss measurements.
- Ensure that all OSP construction meets or exceeds quality standards, industry specifications, and regulatory requirements.
- Maintain detailed records of construction processes, test results, and as-built documentation for future reference.
Stakeholder Communication & Reporting:
- Communicate regularly with internal stakeholders (management, engineering teams, etc.) and external stakeholders (clients, regulatory bodies, local authorities) to provide project updates and status reports.
- Lead project meetings and provide progress reports on key metrics, including timelines, budgets, and any risks or issues encountered.
- Document all project-related activities and decisions, ensuring accurate and timely reporting.
Post-Installation & Maintenance Planning:
- Ensure successful project handover, including delivering final documentation, design drawings, and testing results to the client or operations team.
- Develop and implement long-term maintenance plans to ensure the OSP network remains functional, including provisions for future upgrades or troubleshooting.
Qualifications
Qualifications:
- Education: Bachelor’s or Master's degree in Civil Engineering, Construction Management, Telecommunications, or a related field (preferred).
- Experience: 20-25 years of experience managing OSP construction projects, including expertise in fiber optics, cable, trenching, pole installation, and network infrastructure.
- Technical Skills:
- In-depth knowledge of OSP infrastructure design and construction, including both aerial and underground installations.
- Proficiency with fiber optic systems, including cable splicing, termination, and testing methods (OTDR, continuity, etc.).
- Strong understanding of materials used in OSP construction (cables, conduits, poles, splice enclosures, etc.).
- Familiarity with relevant codes, standards, and regulations, including local zoning laws and safety guidelines.
- Certifications: PMP (Project Management Professional) certification is highly preferred. Fiber optic training/certifications (e.g., BICSI, Fiber Optic Association) are a plus.
- Software Proficiency: Advanced proficiency in project management software (e.g., MS Project, Primavera, etc.) and GIS tools for network design.
- Soft Skills:
- Strong leadership skills, with experience managing cross-functional teams and contractors.
- Excellent communication and negotiation skills to manage relationships with vendors, clients, and internal stakeholders.
- Detail-oriented with a focus on quality control and meeting safety standards.
